Detention Center Security Division Commander

It is the goal or purpose of the Roanoke City Detention Center to protect the community, to carry out judgments imposed by the courts, to provide a safe and humane environment for those committed to our custody and to strive to increase the number of residents who return to the community as law abiding citizens. The functional role of the Roanoke City Detention Center is to maintain custody of pre-trial prisoners and to carry out judgments of the courts of sentenced offenders with respect and protection of the civil, and legal rights of all offenders. There are 4 objectives that have been established to obtain the goals of the Roanoke City Detention Center.

 

These objectives include:

  • Ensure the supervision of residents in a safe, humane, and secure environment while protecting the community and supporting staff in their duties.

  • Maintain an institutional environment that upholds human dignity, minimizes the negative effects of confinement, and complies with state and federal standards.

  • Enhance management resources, technology, and staff skills through continuous assessment, evaluation, and research to meet the evolving needs of the facility and community.

  • Provide residents with opportunities for personal growth through work programs, educational classes, and therapeutic environments, promoting successful reintegration into the community.

Purpose

The purpose of the Support Services Division is to provide supportive services to the daily operations within the Detention Center and provide services to the residents housed in the Roanoke City Adult Detention Center.


There are 3 objectives that have been established to assist in accomplishing the goal of the Services Division:

​

1) To provide programs and procedures based on positive correctional goals instead of punitive objectives, to ensure no resident is discriminated against because of:

​

  • Color

  • Creed

  • Economic status

  • National origin

  • Political belief

  • Race

  • Sex


2) To ensure all offenders are afforded respect and due protection of all civil and legal rights

​

3)To provide adequate and efficient medical and dental services based on sound moral and legal opinions and established medical practices

Court Security Division Commander

The objectives of the Court Security Division are:

​

  • To provide a level of security within the courtrooms/courthouse, not infringing upon the judicial process or the rights of individuals, but assuring maximum protection to the community, court officials, and staff.

  • To provide a safe and secure courtroom environment to minimize any detrimental effects on the integrity of the judicial process.

  • To serve all civil process, and criminal warrants in a professional and legal manner as directed by the courts or as mandated by law.

The Law Enforcement Services Division strives to operate as the Sheriff’s Office’s primary resource in community-based services, education, and prevention efforts.  This Division is committed to strengthening partnerships throughout the Roanoke Valley with a commitment to serve as a liaison between law enforcement and the citizens of the Roanoke community.

The objectives of the Law Enforcement Services Division are to manage and coordinate programs such as:

  • Project Lifesaver

  • Crime Reduction and Prevention

  • TRIAD (Crime Reduction and Awareness to Protect Seniors)

  • The CLEAN Initiative

  • Car Seat Safety Education

  • Community Engagement efforts

  • School Resource Programming (D.A.R.E and Anti-Bullying

  • Civil Process

  • Collaborative Responses to Homelessness, Human Trafficking, and Behavioral Health Assistance and Needs
