It is the goal or purpose of the Roanoke City Detention Center to protect the community, to carry out judgments imposed by the courts, to provide a safe and humane environment for those committed to our custody and to strive to increase the number of residents who return to the community as law abiding citizens. The functional role of the Roanoke City Detention Center is to maintain custody of pre-trial prisoners and to carry out judgments of the courts of sentenced offenders with respect and protection of the civil, and legal rights of all offenders. There are 4 objectives that have been established to obtain the goals of the Roanoke City Detention Center.

These objectives include:

Ensure the supervision of residents in a safe, humane, and secure environment while protecting the community and supporting staff in their duties.
Maintain an institutional environment that upholds human dignity, minimizes the negative effects of confinement, and complies with state and federal standards.
Enhance management resources, technology, and staff skills through continuous assessment, evaluation, and research to meet the evolving needs of the facility and community.
Provide residents with opportunities for personal growth through work programs, educational classes, and therapeutic environments, promoting successful reintegration into the community.

The Detention Center Security Division is commanded by a Major, who serves as the Chief Correctional Officer. The Major is assisted by a Captain, the Assistant Chief Correctional Officer, and 4 Lieutenants. The detention center staff is divided into 4 watches of 27 deputies each. Each Watch includes a Lieutenant who serves as Watch Commander, and (2) Sergeants who serve as Assistant Watch Commanders. The Detention Center Division oversees the Classification section.

Classification Program

The RCDC classification section is responsible for the classification of those residents housed in the Roanoke City Adult Detention Center to ensure proper housing for the duration of the resident's incarceration. The primary goals of classification are adequate housing and custody assignment of inmates to ensure safety and security for the residents and staff. The Classification process can also facilitate appropriate treatment and program participation and options while maintaining compliance with "Minimum Standards for Local Jails and Lockups," National Commission of Correction Health Care and American Correctional Association Standards. All residents are afforded equal protection against personal abuse, corporal punishment, personal injury, disease, property damage and harassment.

Each resident committed shall be afforded freedom from discrimination based on:

Handicap
National origin
Political beliefs
Race
Religion
Sex

Security permitting, all residents will have equal access to the detention centers various programs and work assignments and involvement in decisions concerning their classification status. All detention centers, regardless of size, are required to deal with widely diverse elements of society. Persons with vastly differing criminal backgrounds, emotional makeup, needs, skills, and educational levels, require differing security, custody and treatment approaches. Classification, or the evaluative process by which housing decisions are made, is the primary management tool to aid in providing appropriate responses to this widely diverse inmate population.

Classification Process

Classification determines the degree of supervision required for each resident to ensure the security of the institution and the safety of the community. Overall, a properly functioning classification system provides the basis for the effective management of inmates in a safe, secure correctional environment, while also ensuring equitable and humane treatment. Classification is an ongoing process, routinely reviewed during the inmate's incarceration. The classification section is staffed by 4 full time deputies. There is no longer a supervisor directly overseeing Classification.

Purpose

The purpose of the Support Services Division is to provide supportive services to the daily operations within the Detention Center and provide services to the residents housed in the Roanoke City Adult Detention Center.

There are 3 objectives that have been established to assist in accomplishing the goal of the Services Division:

1) To provide programs and procedures based on positive correctional goals instead of punitive objectives, to ensure no resident is discriminated against because of:

Color
Creed
Economic status
National origin
Political belief
Race
Sex

2) To ensure all offenders are afforded respect and due protection of all civil and legal rights

3)To provide adequate and efficient medical and dental services based on sound moral and legal opinions and established medical practices

A total of 24 full time and 4 part time staff members are assigned to the Support Services Division. The division is commanded by the Chief Support Services Officer, who holds the rank of Major. The Chief Support Services Officer is assisted by the Assistant Chief Services Officer, who holds the rank of Captain. The Support Services Division includes the following areas:

The medical section is operated by Mediko Correctional Healthcare and is staffed by medical personnel including a part time physician, full time medical provider, full time psychiatrist, full time mental health professionals, part time dentist, Health Services Administrator, Director of Nursing, registered nurses and licensed professional nurses, dental assistants, a discharge planner, and an Administrative Assistant. Medical staff provide coverage 24 hours a day in the Detention Center.

This section is responsible to develop and maintain detention center and resident records such as Criminal History Record Information, Correctional Status Information and Conviction Data. They are also responsible for examining court documents, preparing sentence computation and correspondence with other institutions. This section disseminates only that information that is necessary and public based upon current legal authorities.

The Records

Supervisor is responsible to ensure that information is purged and stored and/or destroyed in accordance with legislative requirements.

Records personnel prepare court dockets and notify appropriate personnel for transportation of residents to the appropriate court.

This section is currently staffed by 3 records deputies and 1 civilian LIDS Technician. They are supervised by the records-supervisor (sergeant) who is also assigned to the daylight shift.

Court Security Division Commander

The objectives of the Court Security Division are:

To provide a level of security within the courtrooms/courthouse, not infringing upon the judicial process or the rights of individuals, but assuring maximum protection to the community, court officials, and staff.
To provide a safe and secure courtroom environment to minimize any detrimental effects on the integrity of the judicial process.
To serve all civil process, and criminal warrants in a professional and legal manner as directed by the courts or as mandated by law.

The Oliver W. Hill Justice Center is located at 315 Church Avenue in downtown Roanoke. The current courthouse opened in January 1983, replacing a very antiquated building built in 1915.

The Clerks offices are open Monday – Friday 8 am – 4 pm except for Federal and State holidays.

The Oliver W. Hill Justice Center has established strict security measures to ensure the safety of all visitors. Two entrances are staffed by Deputies who monitor walk-through metal detectors and x-ray machines. For security reasons, weapons and electronic devices are not allowed inside the courthouse. However, citizens who were dropped off at the courthouse can use the cell phone boxes at each entrance, where they can store their devices free of charge. These procedures are in place to maintain a secure and safe environment for everyone entering the courthouse.

The detention center’s transportation section is responsible for the transportation needs of approximately 18,000 residents or other persons remanded to the custody of the Roanoke City Sheriff's Office each year.

They also travel about 160,000 miles each year conducting these transports by both land and air. These transports include:

Court appearances
Extradition of fugitives
Funeral attendance
Medical appointments
Service of temporary mental health detention orders (TDO's) and emergency custody orders (ECO's)
Transportation between penal institutions
Travel between mental hospitals and other psychiatric facilities
Warrant service

There are currently 4 deputies assigned to this section who work a day/evening swing shift. They are supervised by 1 transportation supervisor who holds the rank of sergeant and works a day/evening swing shift.

The Civil Process Section is located at 340 Campbell Ave SW. The Civil Process Servers serve papers in the City of Roanoke that are issued by courts throughout the state, as well as out-of-state papers, and papers issued for service from citizens, businesses, or firms. There are currently (6) Civil Process Servers working for the Sheriff's Office.

The Roanoke City Sheriff's Office Civil Division is open Monday through Friday between 8 A.M. and 4:30 P.M.

Fees

Service fees for serving Civil Process are as follows:

In-state service: $12 per paper served
Out-of-state service: $75 per paper served
- For Out-of-State service, please include a self-addressed stamped envelope along with the documents to be served to ensure their prompt return.

Fees for serving Civil Process must be paid in advance by business check or cash to the Sheriff's Office or the appropriate Court of jurisdiction. Return of service will be forwarded to the appropriate Court of jurisdiction or citizen, business, or firm requesting the service.

The Law Enforcement Services Division strives to operate as the Sheriff’s Office’s primary resource in community-based services, education, and prevention efforts. This Division is committed to strengthening partnerships throughout the Roanoke Valley with a commitment to serve as a liaison between law enforcement and the citizens of the Roanoke community.

The objectives of the Law Enforcement Services Division are to manage and coordinate programs such as:

One of the primary objectives of the Court Services Divisions is to serve all civil process papers in a timely manner. In the fiscal year 2019-2020, The Civil Process Servers served over 80,000 papers in the City of Roanoke that were issued by courts throughout the state, as well as out-of-state papers, and papers issued for service from citizens, businesses or firms. There are currently (6) Civil Process Servers working for the Sheriff's Office.

Overview of the School Resource Officer (SRO) program in Roanoke City elementary schools:

The SRO unit serves all 17 Roanoke City elementary schools, with one deputy assigned to each school.
Officers ensure the safety and security of students and staff.

They teach various classes, including:

D.A.R.E (Drug Abuse Resistance Education).
Reducing Gangs in Virginia (Attorney General’s Office).
SROs build strong relationships with students through daily interactions.

The Community Crime Reduction Team within the Sheriff’s Office is a specialized division consisting of 3 units. The CCRT is focused on building positive relationships between law enforcement and the Roanoke City communities they serve. The core mission of the team is to enhance public safety, prevent crime, and improve the quality of life for residents by fostering trust, collaboration, and transparency between Law Enforcement and community members.
